Temporary Protection and Ukraine

The Temporary Protection Directive (TPD) is a European Union emergency mechanism. If a large number of people are displaced into the EU, the TPD enables countries to provide immediate and temporary protection to those affected. Temporary Protection is different from International Protection.

Following the invasion of Ukraine by Russia in February 2022, TPD was activated across all EU Member States, including Ireland, for the first time.

By the end of 2025 over 120,000 people fleeing the war in Ukraine had been granted Temporary Protection in Ireland. The Central Statistics Office regularly release publications concerning arrivals from Ukraine in Ireland which estimates the number still present in the State.

People who are granted Temporary Protection and require State accommodation are offered accommodation for up to 30 days. They have immediate access to the labour market, social welfare, and other State supports for as long as the Temporary Protection Directive is activated (currently to March 2027).
