Margaret holds a Bachelor of Civil Law from UCC. Before joining the Office of the Parliamentary Counsel in 1999, she practised for 10 years as a solicitor providing property and estate planning services to commercial and private clients.

On joining the Office Margaret trained in the specialist discipline of legislative drafting and is in her current role since 2015. Margaret also teaches part of the syllabus for the Advanced Diploma in Legislative Drafting in The Honorable Society of Kings Inns.

In 2025 she was awarded a Professional Diploma in Leadership from the Irish Management Institute.
