Minister for Children, Equality, Disability, Integration and Youth (DCEDIY), Roderic O’Gorman, today announced the publication of the Children and Young People’s Services Committees (CYPSC) Shared Vision Next Steps Mid Term Report 2019 – 2021.
Children and Young People’s Services Committees promote and support effective inter-agency coordination and collaboration to achieve the best outcomes for all children and young people.
Shared Vision, Next Steps 2019 – 2024 is the national policy document for CYPSC. It assists CYPSC to further develop in a strategic, integrated and sustainable manner, in order to support the coordination and planning of efficient and effective services for children and young people.
This mid-term report for Shared Vision, Next Steps provides an update on the work achieved in the development of CYPSC at a national level, and by individual CYPSC across Ireland over the period 2019–2021. The report provides information regarding the funding of CYPSC from 2019 to 2021 and highlights CYPSC best practice under the five national outcomes for children and young people during this time. Of the 37 actions, 22 have been completed (60%), 11 are in progress (30%) and 4 have not progressed to date (10%).

“I am very pleased to publish this CYPSC Mid Term Report for Shared Vision, Next Steps covering the period 2019- 2021. It is great to see the progress made over this period with 60% of actions completed with the other actions in progress.

Shared Vision, Next Steps 2019 – 2024 2024 is the DCEDIY national policy document for Children and Young People’s Services Committees (CYPSC). The policy document covers the period 2019-2024.
Its aim is to provide a succinct road map for the further development of CYPSC over a five year period. The document took stock of progress made by CYPSC since its inception in 2007 and identified the most immediate actions which needed to be addressed and advanced. This has assisted CYPSC to further develop in a strategic, integrated and sustainable manner to support the coordination and planning of efficient and effective services for children and young people. It is also intended to further structure and support the capacity of CYPSC to reflect relevant policies and emerging developments and respond to emerging needs, both national and local.
The aim of Shared Vision, Next Steps is to provide a succinct road map for the further development of CYPSC. It includes 37 target actions across 10 work areas:
1. Strengthened leadership
2. Collaboration
3. Building capacity
4. Resourcing
5. Planning and reporting
6. Data and evidence
7. Communications
8. Participation of children and young people
9. Joint commissioning
10. Evaluation
The 37 actions outlined in this document have provided a basis for a work programme for CYPSC for 2019 – 2024 based on policy and strategic direction from the DCEDIY with input from Tusla and input from relevant sectors.

Children and Young People’s Services Committees (CYPSC) are a key structure identified by Government to plan and co-ordinate services for children and young people in every county in Ireland. The overall purpose is to improve outcomes for children and young people by enhancing interagency co-operation at a local and national level.
Through their work in local areas, the CYPSC aim to realise the five national outcomes set out in Better Outcomes, Brighter Futures: The National Policy Framework for Children and Young People (2014 – 2020). There is full national coverage with 27 CYPSC nationwide with Coordinator’s employed by Tusla.
