The Urban Transport-Related Air Pollution (UTRAP) Working Group was established by the Department of the Environment, Climate and Communications (DECC) and the Department of Transport (DoT) in late 2019. The group was established in response to the Urban Environmental Indicators report published by the EPA in July 2019.
While air pollutant emission levels in Ireland were generally below EU limits in 2018, the Urban Environmental Indicators report suggested that on certain heavily trafficked streets in Dublin, nitrogen dioxide (NO2) levels were potentially higher than previously indicated and may even exceed the ambient air quality limits. The Air Quality in Ireland report 2019 confirmed an exceedance of NOx emissions in 2019 at one station in Dublin (St John’s Road West).
The UTRAP group includes representatives from the Department of Health, Department of Finance, Department of Public Expenditure and Reform, National Transport Authority, Transport Infrastructure Ireland, Environment Protection Agency, Dublin City Council, South Dublin County Council, Dublin Bus, Bus Eireann, Health Services Executive, Road Safety Authority and the Climate Action Regional Office.
There have been five meetings of the group to date, details of which are set out below along with copies of the presentations made to the group.
An interim progress report is currently being finalised which will provide an initial set of recommendations.
The UTRAP group will continue to meet to consider the results of additional research and a final report will be published later in 2021. This report will detail the final suite of recommendations designed to support a decrease in NO2 levels in the urban environment and set out a timeline for implementation. The group will continue to meet to support the implementation phase.
